כִּֽי־תָבֹ֣א אֶל־הָאָ֗רֶץ אֲשֶׁ֨ר יְהוָ֤ה אֱלֹהֶ֙יךָ֙ נֹתֵ֣ן לָ֔ךְ וִֽירִשְׁתָּ֖הּ וְיָשַׁ֣בְתָּה בָּ֑הּ וְאָמַרְתָּ֗ אָשִׂ֤ימָה עָלַי֙ מֶ֔לֶךְ כְּכָל־הַגּוֹיִ֖ם אֲשֶׁ֥ר סְבִיבֹתָֽי׃

When you will come to the land that the Lord your God is giving you, and you shall take possession of it, and you shall live in it, and you shall say: I will place a king over me, like all the nations that are around me;

שׂ֣וֹם תָּשִׂ֤ים עָלֶ֙יךָ֙ מֶ֔לֶךְ אֲשֶׁ֥ר יִבְחַ֛ר יְהוָ֥ה אֱלֹהֶ֖יךָ בּ֑וֹ מִקֶּ֣רֶב אַחֶ֗יךָ תָּשִׂ֤ים עָלֶ֙יךָ֙ מֶ֔לֶךְ לֹ֣א תוּכַ֗ל לָתֵ֤ת עָלֶ֙יךָ֙ אִ֣ישׁ נָכְרִ֔י אֲשֶׁ֥ר לֹֽא־אָחִ֖יךָ הֽוּא׃

you shall place a king over you, whom the Lord your God shall choose, through a prophet. Perhaps this is an indication that the king is not selected by his people. From among your brethren you shall place a king over you; you may not place over you a foreign man, who is not your brother.

רַק֮ לֹא־יַרְבֶּה־לּ֣וֹ סוּסִים֒ וְלֹֽא־יָשִׁ֤יב אֶת־הָעָם֙ מִצְרַ֔יְמָה לְמַ֖עַן הַרְבּ֣וֹת ס֑וּס וַֽיהוָה֙ אָמַ֣ר לָכֶ֔ם לֹ֣א תֹסִפ֗וּן לָשׁ֛וּב בַּדֶּ֥רֶךְ הַזֶּ֖ה עֽוֹד׃

Only he shall not amass horses for himself. This prohibition serves to curb the natural desire of a king to establish for himself a large cavalry for his army. In earlier generations, horses were used primarily for war, while other animals were used for work. The Torah does not permit a king to increase his stable when the horses are not necessary but are collected merely to showcase his power. And he, the king, shall not return the people to Egypt, in order to amass horses, as the Lord has said to you: You shall not return again on that way anymore. Before the establishment of the Hitite kingdom, war horses were bred primarily in Egypt. A king who sought to amass horses would be forced to maintain close relations with Egypt, which is undesirable.

לא ירבה לו סוסים.אֶלָּא כְּדֵי מֶרְכַּבְתּוֹ, שֶׁלֹּא ישיב את העם מצרימה, שֶׁהַסּוּסִים בָּאִים מִשָּׁם, כְּמָה שֶׁנֶּאֱמַר בִּשְׁלֹמֹה (מלכים א י') וַתַּעֲלֶה וַתֵּצֵא מֶרְכָּבָה מִמִּצְרַיִם בְּשֵׁשׁ מֵאוֹת כֶּסֶף וְסוּס בַּחֲמִשִּׁים וּמֵאָה (סנהדרין כ"א):

וְלֹ֤א יַרְבֶּה־לּוֹ֙ נָשִׁ֔ים וְלֹ֥א יָס֖וּר לְבָב֑וֹ וְכֶ֣סֶף וְזָהָ֔ב לֹ֥א יַרְבֶּה־לּ֖וֹ מְאֹֽד׃

He shall not amass wives. The Torah seeks to restrain the well-known tendency of kings to marry many women, for vanity, among other reasons. And his heart will not stray due to his interactions with his many wives. And silver and gold he shall not amass greatly. Although every king requires money to run his kingdom, and he is entitled to collect taxes for this purpose, he must not become overly involved in financial matters.

ולא ירבה לו נשים.אֶלָּא י"ח, שֶׁמָּצִינוּ שֶׁהָיוּ לוֹ לְדָוִד שֵׁשׁ נָשִׁים, וְנֶאֱמַר לוֹ (שמואל ב י״ב:ח׳) "וְאִם מְעָט וְאֹסִפָה לְּךָ כָּהֵנָּה וְכָהֵנָּה":

וכסף וזהב לא ירבה לו מאד.אֶלָּא כְּדֵי לִתֵּן לְאַכְסַנְיָא (ספרי; סנהדרין כ"א):

וְהָיָ֣ה כְשִׁבְתּ֔וֹ עַ֖ל כִּסֵּ֣א מַמְלַכְתּ֑וֹ וְכָ֨תַב ל֜וֹ אֶת־מִשְׁנֵ֨ה הַתּוֹרָ֤ה הַזֹּאת֙ עַל־סֵ֔פֶר מִלִּפְנֵ֥י הַכֹּהֲנִ֖ים הַלְוִיִּֽם׃

In addition to the special prohibitions that apply to a king, there is also a positive commandment that he is obligated to perform: It shall be upon his sitting on the throne of his kingdom, he shall write for himself, either by his own hand or through the agency of a scribe specially appointed to write on behalf of the king, a copy of this Torah in a scroll, from that which is before the priests, the Levites, who are in possession of the original text of the Torah.

והיה כשבתו.אִם עָשָׂה כֵן כְּדַאי הוּא שֶׁתִּתְקַיֵּם מַלְכוּתוֹ (ספרי):

את משנה התורה.שְׁתֵּי סִפְרֵי תוֹרָה, אַחַת שֶׁהִיא מֻנַּחַת בְּבֵית גְּנָזָיו, וְאַחַת שֶׁנִּכְנֶסֶת וְיוֹצֵאת עִמּוֹ (סנהדרין כ"א); וְאֻנְקְלוֹס תִּרְגֵּם "פַּתְשֶׁגֶן", פָּתַר משנה לְשׁוֹן שִׁנּוּן וְדִבּוּר:

וְהָיְתָ֣ה עִמּ֔וֹ וְקָ֥רָא ב֖וֹ כָּל־יְמֵ֣י חַיָּ֑יו לְמַ֣עַן יִלְמַ֗ד לְיִרְאָה֙ אֶת־יְהוָ֣ה אֱלֹהָ֔יו לִ֠שְׁמֹר אֶֽת־כָּל־דִּבְרֵ֞י הַתּוֹרָ֥ה הַזֹּ֛את וְאֶת־הַחֻקִּ֥ים הָאֵ֖לֶּה לַעֲשֹׂתָֽם׃

It, the Torah scroll, shall be with him, and he shall read from it all the days of his life, so that he will learn to fear the Lord his God, to observe all the words of this Torah and these statutes, in order to perform them.

RASHI

דברי התורה.כְּמַשְׁמָעוֹ:

לְבִלְתִּ֤י רוּם־לְבָבוֹ֙ מֵֽאֶחָ֔יו וּלְבִלְתִּ֛י ס֥וּר מִן־הַמִּצְוָ֖ה יָמִ֣ין וּשְׂמֹ֑אול לְמַעַן֩ יַאֲרִ֨יךְ יָמִ֧ים עַל־מַמְלַכְתּ֛וֹ ה֥וּא וּבָנָ֖יו בְּקֶ֥רֶב יִשְׂרָאֵֽל׃ (ס)

The king must observe the aforementioned laws so that his heart will not be elevated above his brethren, as he must not forget his roots and become haughty, and so that he not deviate from the commandment right or left. The king who acts in this manner will be rewarded, so that he may extend his days over his kingdom, he and his sons in the midst of Israel. A righteous king will merit to bequeath his throne to his descendants.

ולבלתי סור מן המצוה.אֲפִלּוּ מִצְוָה קַלָּה שֶׁל נָבִיא:

למען יאריך ימים.מִכְּלַל הֵן אַתָּה שׁוֹמֵעַ לָאו; וְכֵן מָצִינוּ בְשָׁאוּל שֶׁאָמַר לוֹ שְׁמוּאֵל (שמואל א י') "שִׁבְעַת יָמִים תּוֹחֵל עַד בּוֹאִי אֵלֶיךָ", לְהַעֲלוֹת עוֹלוֹת, וּכְתִיב (שם י"ג) "וַיּוֹחֶל שִׁבְעַת יָמִים", וְלֹא שָׁמַר הַבְטָחָתוֹ לִשְׁמֹר כָּל הַיּוֹם, וְלֹא הִסְפִּיק לְהַעֲלוֹת הָעוֹלָה עַד שֶׁבָּא שְׁמוּאֵל וְאָמַר לוֹ "נִסְכָּלְתָּ לֹא שָׁמַרְתָּ וְגוֹ' וְעַתָּה מַמְלַכְתְּךָ לֹא תָקוּם", הָא לָמַדְתָּ שֶׁבִּשְׁבִיל מִצְוָה קַלָּה שֶׁל נָבִיא נֶעֱנַשׁ:

הוא ובניו.מַגִּיד שֶׁאִם בְּנוֹ הָגוּן לְמַלְכוּת הוּא קוֹדֵם לְכָל אָדָם (הוריות י"א):
