Resolving the Halakhic Rulings

The Talmud suggests that in fact there is no dispute between the halakhic rulings.

The Gemara explains that there is in fact no dispute between Shmuel and Rabbi Yohanan, and suggests reformulating the halakha based on where one lives. And the amora’im do not disagree, as each spoke of a different set of circumstances: This, Shmuel’s ruling, is for us, the residents of Babylonia, and that, the statement of Rabbi Yohanan, is for them, who reside in the Land of Israel. The inhabitants of Babylonia can marry and then study Torah without concern about the needs of their household, while the residents of the Land of Israel should study Torah first, as once they are married they will be unable to study Torah properly.
