One UnionThe covenant in this Torah portion was made between God and the entire Israelite people, “all of you,” and therefore is in effect when Israel is all together, bonded and united.
“You are standing today, all of you” (Deuteronomy 29:9). Just like concerning the day, some days are darker and some are lighter, so too, you, Israel: Even when things are darker for you, the Holy One, blessed be He, will illuminate an eternal light for you, as it is stated: “The Lord will be for you an eternal light” (Isaiah 60:19).
When will He do this? Only when you will be all together, as it is stated: “But you, who cleave to the Lord your God, all of you live today” (Deuteronomy 4:4). Typically, if a person takes a bundle of reeds, can he break them all together? He cannot. But if he takes one reed, even a small child can break it.
Likewise, you find that Israel will not be redeemed until they will be all together…when they will be bound together, they will receive the Divine Presence.
